It has been over a decade since Congress last reauthorized the Higher Education Act, which covers the federal government’s major student aid programs, such as Pell Grants and student loans. Much has changed in the nation’s higher education system, making federal student aid programs and the countless rules and regulations they contain overdue for reform.
