A Nation at Risk +40 with Macke Raymond | Policy Stories

Forty years after the landmark report “A Nation at Risk” sounded the alarm on American education, a comprehensive review reveals that despite billions invested in countless reforms, reform efforts have been limited in their success. While a few deeply implemented interventions showed promise, the overall reform landscape has been characterized by rushed, incoherent efforts that failed to deliver sustained benefits to students. As policymakers seek to help schools and students rebound from online and hybrid schooling, they must heed the lessons of the past and pursue locally-grounded, coherent, and rigorously-evaluated strategies to finally deliver on the promise of educational excellence for all.

Chapter three: The Impact of Current School Voucher Programs

Currently, there are very few voucher programs in effect in America. One reason is because opponents of voucher programs are very powerful and have been effective in preventing them. The few voucher programs that are operational spend, on average, $6,300 per pupil much less than the public school’s per pupil spending of $13,000–$14,000.

School programs are designed in the political process. That means that the discussion around the voucher system has nothing to do with the merits of voucher programs or the education of children. Instead, the discussion is centered on the incentives of special interest groups such as teachers unions and school boards.

In the normal politics of reform, bad institutions are protected by powerful vested interests, making them difficult or impossible to fix. In the New Orleans school system after Hurricane Katrina, however, we get the rare opportunity to observe what happens when that power—which was destroyed by the storm—is removed from the equation. The result was a revolution, suggesting that there is a vast revolutionary potential among everyday decision makers who want to fix their failing institutions—a potential that, during normal times, is stifled by power but only waiting to be liberated.
